 Board Meeting Minutes - Conference Call - February 19, 2001

The Board Meeting of the Borzoi Club of America was called to order by President Shen Smith at 8:35 PM EST.  Members present were: Shen Smith, Barbara O’Neill, Karen Mays, Chris Swilley, K.C. Artley,  Karen Staudt-Cartabona, Kathryn Wright, Steve Gross, Christine Bradley, Kathleen Kapaun, and Prudence Hlatky.

The President welcomed new members coming onto the Board, Christine Bradley (Governor, Region 4), Prudence Hlatky (Governor Region 6) and Chris Swilley (Recording Secretary). She also extended a huge thank you to Past President Barbara O’Neill for her outstanding leadership of the BCOA, and thanked retiring Board Members Laurie Kasowski, Gwen Post and Alice Reese for their contribution and hard work.  Shen then regretfully announced the resignation of Wayne Garcia as Region 1 Governor.

Minutes of the November 2000 Board Meeting – Karen Mays.  Karen thanked Steve Gross for his help in compiling the minutes.   Christine Bradley moved to dispense with the reading of the Minutes.  Seconded by Barbara O’Neill.  Motion carried.  Kathleen Kapaun moved that the Minutes of the November 2000 Board Meeting be approved as published.  Seconded by Prudence Hlatky.  Motion carried.

Recording Secretary’s Report – Chris Swilley:  There were requests for Trophy Supported Entries  on May 5, 2001 for the Greater Atlanta Borzoi Club Specialty.  Due to time constraints, this TSE was approved by mail.  Barbara O'Neill will get Tom Carroll the information for sending medallions.  TSE were requested for August 12, 2001 with the Greater Racine Kennel Club, Conformation, TBD,  Sweepstakes; Chris Swilley; for September 2, 2001 with the Atlanta Kennel Club and the Borzoi Club of Greater Atlanta, Conformation Michael Canalizo, Sweeps, Harry Bennett; for September 22, 2001 with the Fort Worth Kennel Club, Conformation, Jon Cole, Sweeps, TBD; for September 29, 2001 with the Inland Empire Kennel Association, Conformation, William T. Flynn, Sweeps, Virginia Graff.   Barbara O'Neill moved that the TSE applications be approved, seconded by Christine Bradley.  Motion carried. Discussion followed regarding the donated Rousseau posters. Barbara O’Neill moved that Barbara Yoon, Inventory/Archive Chairman, be asked to take charge of inventorying and distributing the posters and to ship a supply to Tom Carroll to send out with TSE medallions.  Seconded by Chris Bradley.  Motion carried.  Karen Mays will write a letter to Barbara Yoon asking for her help in this matter, and will also write a letter to Rhanda Glen asking her to ship the posters to Barbara Yoon, and thanking Rhanda for picking them up and taking care of them since then. 

A suggestion was made to post Board Minutes on the BCOA website and/or to email them to members.  Shen Smith stated that approximately 90% of our members now have web access, but that 10% do not.  Discussion followed.  Karen Mays will check with the AKC to see if this might be acceptable, and to ask for suggestions.

Membership Application:

Turner, As no correspondence was received on any of these applicants, a motion was made by Barbara O’Neill, seconded by Kathleen Kapaun, to accept them into membership.  Motion carried.  It was noted that, due to the lateness of the distribution of the minutes of the November 2000 Board Meeting (primarily due to technical difficulties with the tapes), there will be a 45 day waiting period to allow members to respond to these applications.

Barbara O'Neill made a motion to approve the Recording Secretary’s Report, seconded by Karen Mays.  Motion carried.

Corresponding Secretary’s Report – Karen Mays:    Received permission from AKC for Sweepstakes to be held with the Detroit Kennel Club Show on 3/18/01. Thank You notes sent to Laurie Kasowski, Gwen Post and Alice Reese for their service to the Club while on the Board.  New member packets were sent to Bertheas, Clark, James, Sheenan, Provenzano, Zobel and Barry.

Christine Merrill is an artist who has had her paintings hung at Seacord’s Gallery.  She had Christmas cards made from one of her Borzoi paintings, and had about 250 too many.  She has donated the balance of the cards to the BCOA.  They are approximately 6 X 8-1/2” on heavy card stock with a Christmas greeting printed on the back.  Discussion followed.   Karen Mays moved that Barbara O’Neill contact Barbara Yoon, Ways & Means Chairman, about the possibility of preparing the cards by matting and/or framing for sale, with proceeds going to Centennial Funding.  Seconded by Barbara O’Neill.  Motion carried.  Karen will also check with Tom Carroll to see if he has any frames on hand that he can ship to Barbara Yoon, and will send a Thank You card to Christine Merrill for her generous contribution to the BCOA.

Karen Mays read a note from Alice Reese thanking the Board for her card and flowers.

Shen Smith stated that the AKC now is requiring a form to be submitted to the AKC when a Specialty or Sweeps is approved by the BCOA.  This is effectively a reinstatement of an earlier rule.  The Midwest Borzoi Club needs this letter for their December 15th Specialty, which has been moved back to their original date with and location in Skokie.  Prudence Hlatky will get Karen Mays the information needed on the form so Karen can mail an approval letter.   Due to time and approval issues, Shen recommends that we allow Specialty and TSE approval voting to be handled by e-mail.  Chris Swilley is to work a draft of an approval form based on our current TSE form, that includes the BCOA approval requirements and the AKC approval requirements that could serve both purposes, and submit it to the Board for approval/modification.  Once this is approved, it will be made available to club members and Regional Governors for distribution, along with a letter of explanation. 

Barbara O'Neill asked if we had an events calendar, K.C. Artley is currently compiling a calendar for use by the Board.

Received notice from AKC re: Judges for the AKC Invitational Judges in Florida, December 12, 2001.  Breed, Jim White; Hound Group, Annie Clark; BIS, Dorothy Nichols.   We also received an invitation to provide an Educational Booth at this show.  The AKC will provide tables, skirting and lunch to the people manning the booth.  Discussion followed.  Karen Staudt-Cartabona moved that the Heart of Florida Borzoi Club be invited to host the BCOA Educational Table at this event.  Seconded by Kathryn Wright.  Motion carried.   Prudence Hlatky moved to offer a Double Eagle Specialty Medallion for Best of Breed to be presented at the AKC Invitational, and to offer a medallion for Best of Opposite Sex, if it was acceptable to do so.  Seconded by Steve Gross.  Motion carried.  Although the judges the BCOA recommended were not selected for this show, it was decided to ask the Regional Governors to go back to members for suggestions for judges for next year for submission to the Board for approval and selection of three or four names to submit.  It is suggested that guidelines for suggestions include the following:  suggested judges should be Hound Specialists and should be approved to judge at least eight breeds.

Received a request from Advanced Institute on Sighthounds to be held in Atlanta September 16th  through 20th for recommendations for individuals skilled in presentations.  Karen Mays will check to make sure that Patti Neale is already in touch and working with them.

We received a letter from Cheryl Kubart of Chinooks Worldwide, Inc., complimenting us on our Web-Site and asking that they be allowed to use some of the material to pattern their own club material and breeder guidelines.  Discussion followed.  Kathleen Kapaun moved that Chinooks Worldwide, Inc. be allowed to use our Web-Site material.  Seconded by Barbara O’Neill.  Motion carried.

Barbara O’Neill moved to accept the Corresponding Secretary’s Report.  Seconded by Christine Bradley. Motion carried.    

Treasurer’s Report – K.C. Artley:  A financial report is attached to these minutes.  Barbara O'Neill pointed out  the need for a congratulatory card being included when title medals are being mailed to BCOA members.  K.C. is already doing this.  Discussion followed.  K.C. will confer with our Statistics Chairmen to continue sending such a card and to standardize guidelines for presentation of medals for all events. This should include the dogs’ name, title and area of competition.

Shen Smith brought up the increasing incidence of dues being paid late.  This creates a large amount of work for all concerned.  Discussion followed regarding what could be done to encourage members to pay prior to December 31.  Shen Smith pointed out that a member with dues unpaid was no longer a member in good standing, and technically all club privileges are suspended until dues are brought current. It should also be noted that late or non-payment of dues may affect the standings in conformation and performance events.

The following notice should be printed in the minutes, on our BCOA Web-Site, and in the Aristocrat Section of the Borzoi Connection Magazine.

A BCOA member with dues unpaid as of December 31 is no longer a "member in good standing."  This means that members with unpaid dues should not receive the Winter Borzoi Connection magazine.

Barbara O’Neill moved that the Treasurer’s Report be approved.  Seconded by Karen Mays.  Motion carried.

AKC Delegates Report – Karen Staudt-Cartabona:  There is a written report attached to these minutes.  Karen Staudt-Cartabona noted that two Borzoi breeders took advantage of the Multiple Sires program newly offered by the AKC, and is interested in hearing member input on this issue.  Karen also noted that the March Delegates Meeting would include voting for Delegates.  Discussion followed.  Karen Mays moved that one of the four votes available to the BCOA through Karen Staudt-Cartabona be placed in favor of Charles Garvin.  Seconded by Barbara O’Neill.  Motion carried.  Discussion followed regarding the remaining delegates. The balance of the BCOA votes are to be used at our Delegates discretion, based upon this discussion.   Barbara O’Neill moved to accept the AKC Delegates Report . Seconded by Kathleen Kapaun.  Motion carried.

Regional Governor’s Reports  Regions II, III, IV, V and VI sent their reports which will be printed in the Aristocrat.    Barbara O’Neill moved that the Governor’s Reports be approved.  Seconded by Kathleen Kapaun.  Motion carried.

Committee Reports:  Copies of submitted reports are attached to these minutes.  Of Special Note:  Lure Coursing:  K.C. Artley reports that ASFA Delegates have been asked to vote on whether or not to approve the following breeds for competition in ASFA Lure Coursing Trials:  Sloughi, Azawahk, and Italian Greyhound.  Discussion followed.  Barbara O’Neill moved to approve only Sloughi and Azawahk.  Seconded by Karen Staudt-Cartabona.  Motion carried.  Futurity:  Barbara O’Neill reports that Prewitt Owen has been selected to judge Futurity at the 2001 National.  ROM:  A report should be available for presentation at the meeting in May.

2001 National: Barbara O’Neill reported that the BCOA National Premium List is in the mail as of Saturday, February 17, 2001.  Yearbook:  Barbara O’Neill stated that Helen Lee is getting the corrections to the Yearbook entered.  The CD version being offered will include all corrections, and it is already generating a great deal of interest.  BCOA Rescue:   Maureen reported that Guidelines for Rescue are being discussed and will be submitted to the Board soon.  The issue of the interaction between NBRF, BCOA Rescue and BCOA Members was brought up.  Discussion followed.  It was felt that, although Maureen does act as liaison between Borzoi Rescue and the NBRF, she should not have to mediate between BCOA members or breeders and the NBRF.  Steve Gross moved that the BCOA Rescue Chairman is not to act as a mediator between BCOA Members/Breeders and NBRF.  Seconded by Kathryn Wright.  Motion carried. Shen Smith will discuss with Karen Mays what to put in a letter to the NBRF.  Shen also appointed Prudence Hlatky as Chair of an Ad Hoc Committee to study the coordination all groups and people involved in Rescue, to include the NBRF, BCOA members who volunteer time and resources to Rescue efforts, Regional Clubs and local breeders.   Prudence will report to the Board.  Discussion followed.  Prudence Hlatky moved that a National Toll Free Number be secured for the use of the BCOA Rescue Chairman, currently Dr. Maureen Bardwell.  Seconded by Chris Swilley, motion carried.  Christine Bradley will check on the cost and will reserve the an easy to remember toll free number. Championship Medals: Kathryn Wright pointed out that there is some difficulty due to the method of reporting ownership on dogs in competition.  A Medal will only be awarded if the first owner of record is a member of the BCOA, but this is not always accurately listed.  Kathryn suggested a letter to the members to clarify the rules.  Foreign Medallions:  Kathryn Wright and her Committee have submitted a proposed letter to send with Medallions sent to other countries in support of their National Shows.  Currently we are sending Support Medallions to: Denmark, England (2), France, Lavinia, Russia, and Sweden. As soon as we receive information from the following countries, they will be added: Australia, Canada, Finland, Germany, Hungary, Japan, and Norway.

Barbara O’Neill moved to approve the Committee Reports.  Seconded by Karen Mays.  Motion carried.

Review of New Committees and Appointments: A List is attached to these minutes.  Shen Smith regretfully accepted the resignation of Pamela Mayberry as Chairman for the Health Committee, and asked Karen to send a letter of thanks for her work on this issue. Discussion of several appointments followed.  The Board asked Karen Mays to check with Patti Neale for a projected timeline for completion of the Judges Video, the Judges Web-Site and Interactive Judges Workshop.  Discussion followed.  Barbara O’Neill moved to approve the Committee Appointments as corrected.  Seconded by Karen Mays.  Motion carried.

Other Business:  

Prudence Hlatky asked if the old photographs displayed at our Nationals and the archives of our history could be scanned.  This has been checked into already and between the age and related difficulties of most of the material, it is either impossible or cost prohibitive to do so.

Board Members are asked to clearly identify themselves when speaking or writing emails to other Board Members.

The May Board Meeting, held in conjunction with the National Specialty, is yet to be scheduled.

There being no other business, Barbara O’Neill moved that the meeting be adjourned.  Seconded by Prudence Hlatky.  Meeting adjourned at 12:40 EST.
